On March 18, 2025, President Trump signed an Executive Order that reorients national resilience and emergency preparedness strategies by transferring primary responsibility to State, local, and individual stakeholders. The Order mandates the creation of a National Resilience Strategy and a National Risk Register, while initiating comprehensive reviews of longstanding federal policies and frameworks.

Choose ONE of the following short analysis tasks:

Identify and explain a policy or directive within the EO that you believe will have the greatest impact on how emergency management operates at the State or local level.
Compare the “all-hazards” approach (used in previous policies) to the risk-informed approach emphasized in this EO. What are the practical consequences of this change?
Analyze the implications of eliminating or modifying one of the older executive orders or directives mentioned in the EO (e.g., EO 12656 or PPD-8). What would change?

Assess the EO from a federalism perspective. What are the benefits or risks of transferring preparedness responsibilities away from the federal government?
